The European Research Council was officially launched at an inaugural conference in Berlin hosted by the German EU Presidency and organised jointly by the German Research Foundation DFG and the European Commission. Researchers and stakeholders from over 30 countries were attending the ERC launch to celebrate its establishment and discuss its strategic and programmatic objectives.

The very first proposal focused on ERC Starting grants received a massive response; 9167 applications have been submitted. This massive response clearly underlines the huge expectations in the ERC by Europe's new generation of research leaders.

The idea for establishing the ERC first came out of widespread discussions between European scientists, scholars and research umbrella organisations at a time when no clear European mechanism to support basic research on a broad front existed. Yet to address this problem, Europe had to recognise the requirement for change and establish the necessary institutional structures for achieving it.

EUROPEAN RESEARCH COUNCIL (ERC) – MISSION

The ERC's mission is to encourage the highest quality research in Europe through competitive funding and to support investigator-driven frontier research across all fields, on the basis of scientific excellence.

The ERC complements other funding activities in Europe such as those of the national research funding agencies, and is a flagship component of Horizon 2020, the European Union's Research Framework Programme for 2014 to 2020.

Being 'investigator-driven', or 'bottom-up', in nature, the ERC approach allows researchers to identify new opportunities and directions in any field of research, rather than being led by priorities set by politicians. This ensures that funds are channelled into new and promising areas of research with a greater degree of flexibility.

ERC grants are awarded through open competition to projects headed by starting and established researchers, irrespective of their origins, who are working or moving to work in Europe. The sole criterion for selection is scientific excellence. The aim here is to recognise the best ideas, and confer status and visibility on the best brains in Europe, while also attracting talent from abroad.

However, the ERC aims to do more than simply fund research.

In the long term, it looks to substantially strengthen and shape the European research system. This is done through high quality peer review, the establishment of international benchmarks of success, and the provision of up-to-date information on who is succeeding and why.

The hope is that these processes will help universities and other research institutions gauge their performance and encourage them to develop better strategies to establish themselves as more effective global players.

By challenging Europe's brightest minds, the ERC expects that its grants will help to bring about new and unpredictable scientific and technological discoveries - the kind that can form the basis of new industries, markets, and broader social innovations of the future.

Ultimately, the ERC aims to make the European research base more prepared to respond to the needs of a knowledge-based society and provide Europe with the capabilities in frontier research necessary to meet global challenges.

ERC in a nutshell

What is 'frontier research' and what are its benefits?

Today the distinction between 'basic' and 'applied' research has become blurred, due to the fact that emerging areas of science and technology often cover substantial elements of both. As a result, the term 'frontier research ' was coined for ERC activities since they will be directed towards fundamental advances at and beyond the 'frontier' of knowledge.

The ERC aims to bring about a wide range of benefits in the following ways:

• By creating open and direct competition for funding between the very best researchers in Europe, the ERC will enhance aspirations and achievements. It will enable the best ideas and talents to be recognised from a larger pool than exists at national level.

• The ERC's competitive funding will be able to channel funds into the most promising new fields, with a degree of agility not always possible in national funding schemes.

• The ERC aims to stimulate research organisations to invest more in the support of promising new talents - the next generation of research leaders in Europe.

• On the economic side, the ERC will help nurture science-based industry and create a greater impetus for the establishment of research-based spin-offs.

• From a societal perspective, the ERC could provide a mechanism for investing rapidly in research targeted at new and emerging issues confronting society.

CONSEJO EUROPEO DE INVESTIGACIÓN (ERC) por sus siglas en inglés - HISTORIA

El Consejo Europeo de Investigación se presentó oficialmente en una conferencia inaugural en Berlín organizada por la Presidencia Alemana de la UE y organizado conjuntamente por la Fundación Alemana para la Investigación DFG (por sus siglas en inglés) y la Comisión Europea. Los investigadores y otros grupos de trabajo interesados de más de 30 países estaban asistiendo a la puesta en marcha de ERC para celebrar su creación y discutir sus objetivos estratégicos y programáticos.

La propuesta inicial, enfocada en las subvenciones de inicio del ERC, recibió una respuesta masiva; 9167 solicitudes han sido presentadas. Esta respuesta masiva pone claramente de relieve las enormes expectativas en la ERC por la nueva generación de líderes de investigación de Europa.

La idea para la creación del ERC se originó inicialmente, de un amplio debate entre los científicos europeos, académicos y organizaciones de coordinación para la investigación, en un momento en que no no existía un mecanismo europeo claro para apoyar la investigación básica en un frente amplio. Por lo tanto, para hacer frente a este problema, Europa tuvo que reconocer la necesidad de un cambio y establecer las estructuras institucionales necesarias para su realización.

CONSEJO EUROPEO DE INVESTIGACIÓN (ERC) – MISIÓN

La misión del ERC es promover una investigación de la máxima calidad en Europa mediante la financiación competitiva y respaldar las investigaciones de vanguardia iniciadas por los propios investigadores en todos los campos de investigación, con arreglo al criterio de la excelencia científica.

El ERC complementa otras actividades europeas de financiación, como las de los organismos nacionales de financiación de la investigación, y es un elemento fundamental del programa «Horizonte 2020» el Programa Marco de Investigación de la Unión Europea para 2014-2020.

El planteamiento «ascendente» (bottom-up) del ERC, basado en la iniciativa del investigador, permite a éste identificar nuevas oportunidades y orientaciones en cada campo de investigación, en lugar de seguir las prioridades fijadas por los políticos. Este planteamiento asegura la canalización de los fondos hacia nuevas áreas prometedoras de investigación con mayor grado de flexibilidad.

Las subvenciones del ERC se conceden mediante convocatorias abiertas a proyectos dirigidos por investigadores tanto en fase de iniciación como ya consolidados que trabajen en Europa o se trasladen aquí, con independencia de su origen, basándose en la excelencia científica como único criterio de selección. La finalidad es premiar las mejores ideas y conservar, reconocer y dar visibilidad a las mejores mentes de Europa, así como atraer talento del exterior.

No obstante, el objetivo del ERC no es únicamente financiar la investigación.

A largo plazo, persigue reforzar y configurar sustancialmente el sistema europeo de investigación mediante la evaluación de la propuestas por parte de expertos de de reconocido prestigio el establecimiento de puntos de referencia de la calidad de la investigación a nivel internacional y la provisión de información actualizada sobre quién y por qué está consiguiendo éxitos en su investigación.

La idea es que estos procesos ayuden a las universidades y otras instituciones de investigación a evaluar sus resultados y les impulsen a desarrollar mejores estrategias para consolidarse como agentes mundiales más eficaces.

El ERC confía en que, desafiando a las mentes más brillantes de Europa, sus subvenciones ayuden a conseguir nuevos e impredecibles descubrimientos científicos y tecnológicos, capaces de servir de base para nuevas industrias y mercados y para más amplias innovaciones sociales en el futuro.

En último lugar, el objetivo del ERC es conseguir que la investigación europea esté más preparada para hacer frente a las necesidades de una sociedad basada en el conocimiento y proporcionar a Europa las capacidades de investigación de vanguardia precisas para responder a los retos mundiales.

• Mejorar la situación y la visibilidad de la investigación europea de vanguardia y de los mejores investigadores actuales y futuros

• Situar la excelencia en el centro de la investigación europea.

¿Qué es la «investigación de frontera» y qué beneficios aporta?

La distinción entre la investigación «básica» y «aplicada» ha quedado hoy difuminada porque las áreas emergentes de la ciencia y la tecnología incluyen con frecuencia aspectos sustanciales de ambas. Todo ello ha llevado a acuñar el concepto de «investigación de frontera» para las actividades del ERC, orientadas hacia la consecución de avances fundamentales en la frontera del conocimiento y más allá de ella.

El ERC persigue crear una amplia gama de beneficios:

• Al crear una competencia abierta y directa por la financiación entre los mejores investigadores de Europa, el ERC aumentará sus aspiraciones y logros, permitiendo que se reconozcan las mejores ideas y los mejores talentos a escala supranacional.

• La financiación del ERC permitirá canalizar fondos hacia los nuevos campos más prometedores con una agilidad que no siempre resulta posible en los programas nacionales de financiación.

• El ERC pretende estimular a las organizaciones de investigación a invertir más en el apoyo a los nuevos talentos prometedores, la próxima generación europea de directores de investigación.

• Desde el punto de vista económico, el ERC ayudará a promover la industria de base científica y la creación de empresas derivadas basadas en la investigación.

Desde el punto de vista social, el ERC puede ofrecer un mecanismo para invertir de forma rápida en investigaciones orientadas hacia los nuevos problemas a los que se enfrenta la sociedad.
